The Decade Review and Prospect of Marine Finance in China

《中华人民共和国国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要》指出要积极拓展海洋经济发展空间,推动海洋经济高质量发展,加快建设海洋强国。在此背景下,海洋金融作为海洋经济的重要生产要素,同时具有优化资源配置、助力产业转型升级等多方面功能,对于实现我国海洋经济高质量发展目标具有重要推动作用。鉴于此,从实践操作的角度出发,对我国2010-2020年海洋金融的发展历程进行了回顾;然后从理论研究的角度出发,对国内外关于海洋金融的研究文献进行了系统梳理与分析;进而立足于当下国内海洋金融发展的现状,指出了我国海洋金融发展可能面临的挑战;最后对我国海洋金融的未来进行了展望。以期为我国加快海洋金融创新、助力海洋经济高质量发展提供借鉴。

The outline of the 14 thFive-Year Plan states that we should actively expand the space for marine economic development,promote the high-quality development of marine economy and accelerate the construction of a maritime power.In this context,as an important production factor of marine economy,marine finance has many functions,such as optimizing resource allocation and facilitating industrial transformation and upgrading,and plays a crucial role in promoting the realization of the high-quality development of the marine economy in China.This paper first reviews the development process of China’s marine finance from 2010 to 2020 from the perspective of practical operation.Then,from the perspective of theoretical research,this paper systematically combs and analyzes the research literature on marine finance at home and abroad.Finally,based on the gap between the realistic level and the development prospect,this paper points out the possible challenges and prospects for the development of marine finance in China.It is expected to provide reference for speeding up marine financial innovation and facilitating high-quality development of marine economy in China.
