乡村人才振兴:人力资本、城乡融合与农民主体性的三维分析

Rural Talent Revitalization:A Three-dimensional Analysis of Human Capital,Urban-rural Integration and Farmers Subjectivity

立足于重新审视人的要素在乡村发展和振兴中的价值和功能,将乡村人才振兴所蕴含的政策议题、实践课题和理论命题贯通起来,提出“人力资本-城乡融合-农民主体性”三维分析框架和“能力-权利-动力”三重机制要素。从历史脉络、现实样态、逻辑机理层面,对乡村人才振兴这一复杂论题进行多维透视与剖析,并从三个层面提出乡村人才振兴创新策略和推进路向,即基于乡村振兴总要求提升乡村人才能力,基于城乡融合新趋向保障乡村人才权利,基于农民主位和乡村价值激发乡村人才动力。

Starting from re-examining the value and function of human factors in rural development and revitalization,this paper integratively elaborates on the policy topics,practical topics and theoretical propositions contained in rural talent revitalization,and on the basis of the three-dimensional analysis framework of“human capital,urban-rural integration,farmers subjectivity”and the triple mechanism elements of“ability,right and motive power”,makes a multi-dimensional perspective analysis on the complex topic of rural talent revitalization from the aspects of historical context,reality and logical mechanism.The paper puts forward the path to improve the ability of rural talents based on the general requirements of rural revitalization.The paper argues that based on the new trend of urban-rural integration,the rights of rural talents should be protected,and the driving force of rural talents introduction and training should be boosted based on farmers as main entity conception and rural value.
