福建省三明市金融精准扶贫调研报告

Research on the Status Quo of the Financial Poverty Alleviation Model of Chengdu Rural Commercial Bank

精准扶贫工作是我国实现全面建成小康社会的重要举措,精准化理念是精准扶贫思想的核心要义。2013年,《中共中央国务院关于打赢脱贫攻坚战的决定》明确规定了金融必须支持扶贫的相关政策,为提高扶贫效率、实现全面脱贫攻坚。本研究采取资料查询、问卷调查、访谈等调研方式,获取金融扶贫政策的完善程度、金融机构服务水平等方面内容,以福建省三明市三元区、梅列区两个市城区进行实地调查,发放问卷共计300份。文章通过对三元区政府、梅列区政府、扶贫办、商业银行、保险公司等人员进行访谈,对建档立卡贫困户进行实地走访调研,了解建档立卡贫困户的家庭基本情况。依据贫困户对金融精准扶贫政策的了解程度、满意程度进行分析,明确福建省三明市金融精准扶贫的政策及存在问题,分别从贫困户、政府、金融机构三方面出发,从而提出相应的改进意见,推进福建省三明市脱贫攻坚工作的更好进行。

Targeted poverty alleviation is an important measure for China to achieve a well-off society in an all-round way,and the concept of precision is the core essence of targeted poverty alleviation.In 2013,Decision of the Central Committee of the Communist Party of China(CPC)and the State Council on Winning the Flight against Poverty clearly stipulated that finance must support relevant policies of poverty alleviation.This policy is aimed at improving the efficiency of poverty alleviation and achieving comprehensive poverty alleviation.This study adopts data inquiry,questionnaire survey,interview and other research methods to obtain information on the completeness of financial poverty alleviation policies and the service level of financial institutions.Field investigation was conducted in Sanyuan District and Meilie District of Sanming City,Fujian Province,and a total of 300 questionnaires were issued.Through interviews with Sanyuan District Government,Meilie District Government,Poverty Alleviation Office,commercial banks,insurance companies and other personnel,this paper conducts on-site visits and surveys of poor households with registered cards to understand the basic situation of poor households with registered cards.The analysis is made based on the satisfaction degree of poor households'understanding of financial targeted poverty alleviation policies.It clarifies the financial targeted poverty alleviation policies and existing problems of Sanming City,Fujian Province.Based on the three aspects of poor households,government and financial institutions,corresponding improvement suggestions are put forward to promote the poverty alleviation work in Sanming City,Fujian Province.
