审批权取消背景下我国马拉松赛事政府监管现状和优化策略

Current Situation and Optimization Strategies of Government Regulation and Supervision on Marathon Events in China Under the Cancellation of Approval Authority

运用文献资料法、访谈法等,研究审批权取消背景下我国马拉松赛事政府监管现状与现实困境,提出优化策略。监管现状:地方体育部门联动其他政府部门的“1+N”监管主体模式,直接与间接相结合的全域监管策略,贯穿赛事全生命周期的多样化监管手段。现实困境:监管立法尚未完善,监管资源供给不足,监管执行效率低缓,监管约束效果欠佳。优化策略:精准制定监管专项法规,培育监管公平生态圈;吸收“协同”精髓,打造多元主体共治格局;“科技+数字”赋能,创建监管服务共享平台;构建“输血式”帮扶与“造血式”育才互惠共生链。

By using the methods of literature review and interview,this paper discussed the current situation and diffi culty of government regulation and supervision on Marathon events in China under the background of the cancellation of approval authority and put forward optimization strategies.The current situation of regulation and supervision:Local sports departments cooperate with other government departments to form a"1+N"supervision subject model,adopt a comprehensive supervision strategy combining direct and indirect supervision,and implement diversifi ed supervision means throughout the whole life cycle of sports events.The current diffi culty:Regulatory legislation has not been perfected,the supply of regulatory resources is insuffi cient,the effi ciency of regulatory implementation is slow,and the effect of regulatory constraints is poor.Optimization strategies:We should precisely formulate special regulations on supervision to cultivate an ecosystem of fair supervision,absorb the essence of coordination to create a pattern of multi-subject cogovernance,empower"technology+digital"to create a supervisory service sharing platform,and build a reciprocal symbiotic chain of external support like a blood transfusion and more sustained effort of talent cultivation from self-motivation.
