基于SSM框架的互联网+多元监管下构建医疗设备质量控制管理服务平台研究

Research and construction of medical equipment quality control management service platform based on the SSM framework under internet plus multiple supervision

目的:构建基于SSM(Spring+SpringMVC+MyBatis)框架的互联网+多元监管下的医疗设备质量控制管理服务平台,保障设备应用有效和安全。方法:依托互联网+医院内网,采用服务器端和Web端相结合,以数据库为核心,设置医工质量控制人员功能模块和公众及监管部门功能模块,分层级向患者、社会、医院及监管部门开放质量控制服务信息,将上级监管部门、医院质量控制人员和社会公众监督知情等需求融为一体,根据客户端使用者角色的不同进行不同的操作。结果:医疗设备质量控制管理服务平台实现了医疗设备质量控制管理的信息化和网络化,能对每台医疗设备进行质量管理监控,实时调用各类证书报告,确认设备工作状态,满足日常多行政部门的监督检查。系统应用以来,监控内医疗设备计量检测申报及时率达到100%,较系统应用前上升3.2%;各类质量控制证书报告统计差错率降至0%。结论:基于SSM互联网+多元监管下的医疗设备质量控制管理服务平台能够与现有质量控制工作和监管要求相配套,实现医疗设备质量多元监管的规范化、科学化、公众化和透明化。

Objective:To construct a medical equipment quality control management service platform based on the SSM(Spring+Spring MVC+Mybatis)framework and under the internet plus multiple supervision to ensure effective and safe application of equipment.Methods:The function modules of medical engineering quality control personnel function module and public and regulatory authorities function module were set up relying on Internet and hospital intranet,combining server and Web,taking database as the core,and opening quality control service information to patients,society,hospitals and regulatory authorities at different levels,which integrating the needs of superior regulatory authorities,hospital quality control personnel and public supervision and disclosure,and performing different operations according to different roles of client users.Results:The medical equipment quality control and management service platform has realized the informatization and networking of the medical equipment quality control and management,can manage and monitor the quality of each medical equipment,view various certificate reports in real time,confirm the working status of the equipment,so as to satisfy the routine supervision and inspection by multiple administrative departments.Since the application of the system,the timeliness rate of the declaration of measurement and testing of medical equipment within the monitoring area reached 100%,up 3.2%compared with that before the application of the system;the statistical error rate in the reports of various quality control certificates decreased to 0%.Conclusion:The medical equipment quality control and management service platform can match the existing quality control and the regulatory requirements,and realize the standardization,scientification,publicization and the transparency of the multiple supervision of medical equipment quality.
