可持续发展视角下京津冀奶业协同创新机制及路径研究

The Mechanism and Path of Collaborative Innovation in the Dairy Industry of Beijing-Tianjin-Hebei:from the Perspective of Sustainable Development

在日益严峻的资源和环境约束下,京津冀奶业协同创新对其健康可持续发展起着至关重要作用。目前,京津冀三地奶业的技术创新水平还存在很大差距,协同创新力度和深度有待加强,缺乏协同创新机制和统一的协调机构。在探究融资源协同、科技协同、服务协同、生态协同和组织协同为一体的京津冀奶业协同创新运行机制的基础上,并基于“三螺旋”理论,构建了京津冀奶业协同创新路径:发挥京津冀三地政府主导作用,创新保障支持措施;以奶业创新团队为纽带,加强三地高校及科研院所之间的协同创新程度;在奶业协会的组织协调下,提高三地奶业产业和企业之间的协同创新力度,从而加快京津冀奶业振兴步伐。

Under the constraints of increasingly severe resource and environment,collaborative innovation in the Beijing-Tianjin-Hebei dairy industry plays a vital role for its high-quality and sustainable development.Based on the development problems,such as the large gaps in technological innovation of dairy industry in Beijing,Tianjin and Hebei,the strength and depth of collaborative innovation,the lack of collaborative innovation mechanisms and unified coordination institutions,this paper explores the cooperative and innovative operation mechanism which integrates the coordination of resources,technology,service,ecology and organization in Beijing-Tianjin-Hebei dairy industry.Furthermore,based on"Triple Helix"theory,a collaborative and innovative path for the Beijing-Tianjin-Hebei dairy industry has been constructed.Exerting the leading role of governments in Beijing-Tianjin-Hebei to ensure and support innovation;taking the dairy industry innovation team as a link to strengthen collaborative innovation between universities and scientific research institutes in Beijing-Tianjin-Hebei;improving collaborative innovation between the dairy industry and enterprises in Beijing-Tianjin-Hebei with the organization and coordination of the dairy association to speed up revitalization of Beijing-Tianjin-Hebei dairy industry.
