政治动员、政策资源与政策执行偏差——G省欠发达地区人民调解政策执行案例分析

在政治动员模式下,决策机构往往采用政治权威传导政治压力弥补政策资源不足,该替代作用能否奏效直接影响政策执行效度。以G省欠发达地区人民调解政策执行为案例,探讨政治权威的替代作用对政策执行效度的影响。研究发现,G省以政治动员模式执行人民调解政策,在欠发达地区并未摆脱政策资源不足的困境,政治权威对政策资源投入的替代作用并未显现。以政治权威与政策资源为维度构建政策执行分析模型,探析原因,进而提出政治动员模式下提升政策执行效度关键在于加强政策目标细化过程管理、合理设定转移支付资金配套比例、优化政策执行方式。

In the mode of political mobilization,political authority is often used to transmit political pressure to make up for the lack of policy resources.Whether the substitution effect can be effective directly affects the validity of policy implementation.Taking the implementation of people's mediation policy in underdeveloped areas of G Province as an example,this paper discusses the impact of the above substitution on the validity of policy implementation.The study found that the implementation of the people's mediation policy in G Province by political mobilization mode did not get rid of the dilemma of insufficient policy resources in underdeveloped areas,and the substitution effect of political authority on policy resources input did not appear.The analysis model of policy implementation is constructed from the dimensions of political authority and policy resources,and the reasons are analyzed.Then,it is proposed that the key to improving the effectiveness of policy implementation under the mode of political mobilization is to strengthen the management of policy objectives in detail,reasonably set the proportion of transfer payment funds,and optimize the mode of policy implementation.
