Enlightenment of International Incentive Policies on Solar Energy PV Building Application

本文从普及光伏知识、实行政府集中采购、实施财税激励政策及第三方参与制度等四个方面,梳理了国外多个城市或地区的太阳能光伏建筑应用激励政策,并建议借鉴政府集中采购、税收减免、第三方参与制度等方面的激励措施,实施多元化的激励政策,增加屋顶资源供给,促进国内太阳能光伏建筑应用发展。

This paper summarizes the incentive policies of solar PV buildings in many foreign cities or regions,including popularizing PV knowledge,implementing centralized government procurement,formulating fiscal incentive policies and encouraging third-party participation system.It also suggests to draw lessons from the incentive measures of government centralized procurement,tax reduction,third-party participation system,implement diversified incentive policies,increase the supply of roof resources,and promote the application and development of solar PV buildings in China.
