安徽自贸区基本公共服务水平测度与一体化发展对策研究

Measurement of Basic Public Service Level and Integrated Development Countermeasures of Anhui Free Trade Zone

推进基本公共服务一体化发展是落实合芜蚌一体化发展战略的先手棋和突破口。以合肥、芜湖、蚌埠三市2008-2018年数据为基础,从基本公共教育、公共文化、社保和就业、医疗与卫生四个维度入手,采用熵值法及变异系数对安徽自贸区基本公共服务一体化水平及其变化特征进行测度与分析。研究发现,安徽自贸区基本公共服务一体化水平在不断提升,但仍存在区域发展不平衡、利益协调机制有待健全、共享平台亟需构建等突出问题,从供给方式、体制机制、共享平台三个维度提出促进安徽自贸区基本公共服务一体化发展的思路与对策,以期推动“十四五”时期安徽自贸区高质量发展。

Promoting the integrated development of basic public services is the first step and breakthrough to implement the integrated development strategy of Hefei,Wuhu and Bengbu City.Based on the data of Hefei,Wuhu and Bengbu from 2008 to 2018,it measured and analyzed the basic public service integration level and its change characteristics of Anhui free trade zone in this paper from the four dimensions of basic public education,public culture,social security and employment,medical and health care by using entropy method and coefficient of variation.It found that the integration level of basic public services in Anhui Free Trade Zone is constantly improving,but there are still some outstanding problems,such as unbalanced regional development,interest coordination mechanism needs to be improved,sharing platform needs to be built,and so on,in order to promote the high-quality development of Anhui Free Trade Zone during the“14th Five Year Plan”period.
