重大传染性疾病疫情公共卫生体系常态化建设

Normalized Construction of Public Health System under the Background of Major Infectious Diseases

文章分析公共卫生体系存在的问题,提出下一步建设公共卫生体系的建议。公共卫生体系是指由政府主导并全力支持的,集疾病监测、预防、控制和治疗于一体的公共卫生工作系统。新中国成立以来,我国建立起以政府为主导、以社区为主体的广覆盖的公共卫生服务体系。目前全球重大传染性疾病频发,只有在“平时”做好“战时”的准备,建设常态化公共卫生体系,才能有充足的准备应对突如其来的疫情,做到防患于未然。

This paper analyzes the problems existing in the public health system and puts forward some suggestions for the construction of the public health system in the future.The public health system refers to the public health system led and fully supported by the government,which integrates disease monitoring,prevention,control and treatment.Since the founding of the People's Republic of China,the country has established a governmentled and community-dominated public health service system with extensive coverage.At present,there are frequent outbreaks of major infectious diseases in the world.Only by making preparations in peacetime and in wartime and normalizing the construction of public health systems can we be fully prepared to deal with sudden outbreaks and prevent them from happening again.
