摘要
随着“一带一路”的实施,云南边境地区教育现代化治理在培养沿边建设人才、加深边民国族认同、增强跨境教育竞争力、树立和提升国家良好形象、促进睦邻友好与文化交流等方面的独特性作用日益彰显。边境教育治理现代化已然成为我国实现教育现代化、推进国家治理现代化的关键举措。但在推进教育治理现代化进程中,因受诸多因素的影响仍存在各治理主体的现代化治理理念薄弱、治理主体之间权责边界模糊、教育管理者教育治理能力不足、边境学校自主办学活力不足、教育治理缺乏有效的社会参与渠道等现实问题。要有效地解决上述问题,可以通过培育边境地区教育管理者的现代化教育治理理念、以政府为主导明确各治理主体的权责关系、提升边境教育管理者的现代化治理能力、强化边境沿线学校的自主办学能力、构建多方参与的现代化治理平台等方式来建构合理地教育现代化治理体系。
With the implementation of One Belt,One Road Initiative,educational modernization governance of Yunnan border has played a more and more important role in cultivating talents for border construction,enhancing the national identity of people who live near the border,boosting the competitiveness of cross-border education,establishing and promoting a good country’s image,and facilitating friendly communication and cultural exchanges with neighbors.The modernization of border education governance has become a key measure to realize the education modernization for our country and to promote national governance modernization as a whole.However,in the process of promoting the modernization of educational governance,there are various practical problems and obstacles caused by many factors,such as the limited understanding of modern governance on each level,the unclear boundary of rights and responsibilities among governing subjects,education administrators’lack of ability for educational governance,border schools’deficiency in vitality in running their own schools,being short of effective ways of social participation and other realistic difficulties.In order to effectively solve them,some strategies should be taken to establish an appropriate system of educational modernization.The strategies include cultivating the modern educational governance concept for the education managers in border areas,making the power and responsibility relationship clear with the guidance of the government,improving border education managers’ability for modernization management,strengthening the competency of independently running schools along the border,and building up a modern governance platform with multi-participation.
