森林经营绩效评价指标体系构建

摘要 为提高森林经营的质量与效益,发挥森林在生态市场建设中的最大价值,开展了森林经营绩效评价指标体系构建的相关研究。通过分析森林经营的现存问题,提出系统性、导向性和成本性等指标体系构建原则。并采用专家咨询法、理论分析法和因子统计法等方式确定经营绩效评价指标。同时,按照理论性指标条理化的过程,明确经营绩效评价指标价值,分析每个指标的价值性与实物性筛选其中不符合文件要求的指标。在此基础上,根据区域森林规模划分森林类型,制定不同类型森林的经营综合评价标准,以此为林产业的发展提出指导性意见。 In order to improve the quality and efficiency of forest management and give full play to the maximum value of forest in the construction of ecological market,the relevant research on the construction of performance evaluation index system of forest management was carried out.By analyzing the existing problems of forest management,this paper puts forward the principles of index system construction such as systematicness,guidance and cost.And use expert consultation,theoretical analysis,factor statistics and other methods to determine the business performance evaluation indicators.At the same time,according to the process of systematization of theoretical indicators,the value of business performance evaluation indicators is defined,the value and physical nature of each index are analyzed,and the indicators that do not meet the requirements of the documents are screened.On this basis,the forest types are divided according to the regional forest scale,and the comprehensive evaluation standards for different types of forest management are formulated,which provides guidance for the development of forest industry.
