我国科技人员科技人力资本产权激励的深化路径研究 被引量:3

摘要 科技人力资本产权激励既是科技体制改革的核心内容,也是产权制度完善的重要方向。我国科技人力资本产权激励在理论上和实践上均较为滞后,尤其未能关注科技人员的科技人力资本产权激励的实现问题。基于科技人员产权需求的视角,实证性的研究揭示科技人员科技人力资本产权激励的微观机理,发现产权激励的优势和不足,进而提出产权激励的改进策略。研究表明,我国科技人员科技人力资本产权激励的深化主要包括如下路径:如实面对科技人力资本产权激励滞后的现状,重视科技人员的产权需求,激活科技人力资本的交易权和处置权感知,提升收益权感知,构建具有中国特色的科技人力资本产权激励体系。 S&T human capital property rights incentives are not only the core content of the reform of the science and technology system, but also an important direction for the improvement of the property rights system.My country’s scientific and technological human capital property rights incentives are relatively lagging in theory and practice, especially failing to pay attention to the realization of scientific and technological personnel’s scientific and technological human capital property rights incentives.Based on the perspective of scientific and technical personnel’s demand for property rights, the empirical test reveals the micro-mechanism of scientific and technological human capital property rights incentives, discovers the advantages and disadvantages of property rights incentives, and then proposes improvement strategies for property rights incentives.Studies have shown that the deepening of scientific and technological human capital property rights incentives for scientific and technological personnel in my country mainly includes the following paths: truthfully facing the lagging status of scientific and technological human capital property rights incentives, paying attention to the demand for property rights of scientific and technical personnel, activating the perception of transaction and disposal right of scientific and technological human capital, and improving perception of income rights and constructing a scientific and technological human capital property rights incentive system with Chinese characteristics.
