异质性环境规制对区域生态效率的影响研究

Influence of heterogeneous environmental regulation on regional ecological efficiency

生态效率是衡量经济与环境协调发展的重要指标,环境规制是影响生态效率的重要因素。文中选取2003-2019年中国30个省份数据,运用超效率SBM模型计算区域生态效率,建立面板回归模型和门限模型,实证分析异质性环境规制对区域生态效率的影响。研究发现:1)不同环境规制对生态效率影响不同,命令强制型与市场激励型环境规制与生态效率存在倒"U"型关系,并且存在单一门槛,目前尚未越过门槛值,仍然能够促进生态效率提升,公众参与型环境规制能够促进生态效率提升但作用效果较弱。2)不同类型环境规制对我国东中西部地区的生态效率影响效果存在差异,命令强制型环境规制促进东部地区生态效率提升,公众参与型环境规制促进西部地区生态效率提升,市场激励型环境规制抑制中部地区生态效率提升。

Ecological efficiency is an important index to measure the coordinated development of economy and environment, and environmental regulation is an important factor affecting ecological efficiency. This research empirically studied the impact of heterogeneous environmental regulations on ecological efficiency through identifying the regional ecological efficiency in China from 2003 to 2019 by the Super-SBM model. The study got the following conclusions: 1) Different sorts of environmental regulations have different impacts on ecological efficiency. The mandatory, input-based, and cost-based market environmental regulations have inverted U-shaped relationship with eco-efficiency at a single threshold and are beneficial for promoting eco-efficiency currently. Public participation environmental regulations also are helpful to promote eco-efficiency, while its effect is weaker. 2) Different sorts of environmental regulations have different effects on the ecological efficiency in eastern region;the mandatory environmental regulations have the most significant effect on the eastern region;the public participation environmental regulations have significant impacts on the western region, and the market incentive environmental regulations have the most significant effect on the central region.
