Building a Powerful Country in Education in China:Index and Orientation

摘要 现代化视域下,教育强国的内涵本质在于通过强大的国家教育能力,全面确保教育中人的现代性增长。从其内涵特征来看,教育强国是指教育综合实力、教育创新能力、人才培养和教育服务贡献能力、教育治理能力、教育国际竞争力和教育影响力强大且显著的国家。在决策导向分析框架下,从构建的教育强国建设指数的测算结果来看,中国得分为74.56,在世界主要的60个国家中居第24位,处于准教育强国的前列。基于中国教育强国建设指数的"低投入、高产出"类和"后发外生"型国家的综合判断,中国推进教育强国硬实力建设应借鉴同类型教育强国经验,充分利用好后发优势,聚焦教育过程性指标监控和教育产出性指标提升;在软实力建设上应坚持"绿色协调"、"不唯速度"原则,坚定走中国式教育强国新道路;在推进策略上应着重激发国家高等教育能力。 From the perspective of modernization,the essence of a powerful country in education is to ensure the value-added modernity of people through the powerful ability in national education. Connotatively,a powerful country in education indicates a country with significantly powerful abilities in comprehensive educational strength,educational innovations,talent training and educational service,educational governance,international competitiveness in education,and the influence of education. According to the results of the Index of Building a Global Powerful Country in Education under the analytic framework for the orientation to decision-making,China got a total score of 74.56,ranking 24th among the 60 major countries in the world as one of those top quasi-powerful countries in education. To further the building of a powerful country in education,China,which belongs to a type of "posterior and exogenous" country with "low input and high output," needs to absorb the experience of those countries of the same type,make full use of its posterior advantages,and focus on the increase in the process-oriented educational indicators and output-based educational indicators;in terms of software construction,China needs to follow the principle of "green investment and coordination" and "non-emphasis on speed," and take the road of building a Chinese-style powerful country in education;strategically,China needs to develop the potentials of higher education and improve its quality.
