Digital Governance:A New Model of Village Governace Under Digital Countryside

数字乡村建设是全面实施乡村振兴战略的重要内容,也是推进乡村治理体系和治理能力现代化的关键举措。数字乡村建设以数字空间为手段,构建数字化、信息化和智能化的数字治理,能够提高乡村数字化治理能力,推动乡村治理转型。数字空间的乡村治理运作改变了乡村治理的内容和形式,突出体现为完善村民协商自治、促进治理权力多元化、构建村民集体身份认同。同时,数字乡村建设运用数字信息技术,重构传统乡村治理,促使乡村治理主体增能、治理方式创新和治理共同体再造。数字治理以治理信息化为基础,提高了乡村治理效能,但也会产生数字负担,增加治理成本。因此,数字治理要合理运用数字评价系统,以改善村民生产和生活为目标,提升村民“数字素养”,不断缩小城乡“数字鸿沟”。

Digital countryside is an important part of the comprehensive implementation of the rural revitalization strategy and a key measure to modernize the rural governance system and capacity.Digital countryside uses digital space as a means to build digital,information and intelligent digital governance,improve rural digital governance capacity,and promote rural governance transformation.The operation of rural governance in digital space has changed the content and form of rural governance,which is embodied in improving villagers’consultative autonomy,promoting the diversification of governance power and constructing villagers’collective identity.At the same time,digital villages use digital information technology to reconstruct traditional rural governance,and promote the empowerment of rural governance subjects,governance mode innovation and governance community reconstruction.As the governance mode of digital countryside in the new era,digital governance is based on the informationization of governance to improve the efficiency of rural governance,but it will also produce digital burden and increase the cost of governance.Therefore,digital governance should make reasonable use of digital evaluation system to improve villagers’production and life,enhance villagers’“digital literacy”and constantly narrow the“digital divide”between urban and rural areas.
