黑龙江省参与“冰上丝绸之路”建设的路径探析

2017年,“冰上丝绸之路”正式提出,2018年,中国发布了《中国的北极政策》,北极地区的经济活动逐渐繁荣。北极航道、北极能源和北极科考对黑龙江省参与建设“冰上丝绸之路”具有重要的意义。黑龙江省应通过打通北极航道的运输路线、投资北极地区基础设施建设、引进北极地区的天然气、开展联合办学助力北极科考和开发极地旅游新产业等路径,参与“冰上丝绸之路”的建设,抓住这一重要的历史机遇,实现黑龙江省经济的持续增长。

In 2017,the Polar Silk Road was officially proposed,and in 2018,China released the"China’s Arctic Policy",and the economic activities in the Arctic region are gradually booming.The Arctic waterway,Arctic energy and Arctic scientific research are of great significance for Heilongjiang Province to participate in the construction of the Polar Silk Road.Heilongjiang Province should participate in the construction of the Polar Silk Road by opening up the transportation routes of the Arctic waterway,investing in infrastructure construction in the Arctic region,introducing natural gas from the Arctic region,conducting joint education to help Arctic scientific research and developing new polar tourism industries,etc.to seize this important historical opportunity and realize the economic growth of Heilongjiang Province.The continuous growth of the economy of Heilongjiang Province.At the same time,this process will inevitably encounter the risk of Arctic shipping channel development and the risk of Heilongjiang Province’s population structure.
