摘要
做好全民健身与体育产业协同发展的顶层制度设计,不仅有利于贯彻落实全民健身国家战略,而且能够规范和约束体育消费市场各参与主体的行为,激发其参与全民健身消费供给的能动性。研究认为,通过有效管理体育消费市场供给侧,建立满足市场供需的多层次价格制度、信息对接制度、市场服务对接制度,有利于充分发挥健身休闲、竞赛表演、场馆服务等共生体的作用;政府通过合理的全民健身与体育产业协同发展的制度安排,给予体育企业、普通民众以及其他非营利组织等参与主体优惠政策,并不断完善法律法规来保障体育消费市场多元参与主体的正当权益,可以加强其在体育消费市场的共享、供需、引导、对接和互动。
Well-done top-level system design for the coordinated development between nationwide fitness and sports industry is not only conducive to the implementation of nationwide fitness strategy,but also can regulate and restrain the behaviors of the main participants in the sports consumption market and stimulate their initiative to participate in the supply of nationwide fitness consumption.The study concludes that by effectively managing the supply side of the sports consumption market,a multi-level system,consisting of price system,information matching system and market service matching system,will be established to meet its market supply and demand,which is conducive to giving full play to the role of symbionts such as fitness and leisure,competition and performance,venue and services.It has also been found that for the above purposes,the government is expected to provide preferential policies through reasonable institutional arrangements for the coordinated development between nationwide fitness and sports industries to participants such as sports enterprises,the common public and other non-profit organizations,and to continuously improve laws and regulations to protect the legitimate rights and interests of multiple participants in the sports consumption market,thereby strengthening his share,supply and demand,guidance,match,and interaction in the sports consumption market.
