Platformization, Platform Antitrust and China’s Digital Economy

以数字平台作为行业中心整合供需关系并统筹行业发展的平台化趋势,是平台经济的突出表现形式。本文研究指出,平台化呈现出业务综合化和供需广义化特征;平台经济在统计分类上是数字经济重要组成,而各行业数字经济未来都将出现平台化趋势,让数字经济高质量发展依赖平台化合理推进。得益于我国发达的资本市场、健全的各类基建、巨大的市场需求、有效的政策支持,平台化能够快速布局,为我国经济带来新活力。但因规制未及时更新,平台化通过影响竞争格局催生数字经济治理五类重大难题:加剧数字经济结构失衡、影响资本市场健康发展、损害参与各方福利、威胁创新生态构建、引发国家与信息安全隐患。为此我国反垄断规制工作积极应对,经历了积累准备、实施推进、突出强化三个阶段,能从优化数字行业结构、保障资本市场稳定、助力共同富裕建设、完善数字创新生态、规避国家安全风险五个方面做出显著贡献。

The platformization trend of integrating supply and demand relations and coordinating the development of the industry with digital platforms as the center of the industry is a prominent manifestation of the platform economy. The research of this paper points out that platformization presents the characteristics of business integration and generalization of supply and demand. Platform economy is an important component of digital economy in terms of statistical classification, and all industries of digital economy will have a platformization trend in the future, we should let the high-quality development of the digital economy rely on the rational promotion of platformization. Thanks to China’s developed capital market, sound infrastructure, huge market demand, and effective policy support, platformization can be quickly deployed, bringing new vitality to China’s economy. However, due to the lack of timely updating of regulations, platformization has created five major problems in digital economy governance by affecting the competitive landscape. It exacerbates the structural imbalance of the digital economy, affects the healthy development of the capital market, damages the welfare of all parties involved, threatens the construction of an innovation ecosystem, and causes hidden dangers to national and information security. To this end, China’s anti-monopoly regulation work has been actively responded, and has gone through three stages of accumulation preparation, implementation and promotion, and highlighting and strengthening. It can make significant contributions in five aspects including optimizing the structure of the digital industry, ensuring the stability of the capital market, helping the construction of common prosperity, improving the digital innovation ecology, and avoiding national security risks.
