农村基层党组织带头人队伍的实践类型与整合转型

Practice Types and Integration Transformation of Leaders of Rural Grass-roots Party Organizations

农业税取消以来农村基层党组织带头人队伍逐步呈现出不同的实践样态,总体上可以区分为个体能力型和群体支持型。两种类型的带头人在乡村治理的过程中发挥了引领性作用,为乡村振兴的全面推进提供了坚强政治保障,但部分带头人在治理中也存在一些问题。针对此,党和国家加强了对农村基层党组织带头人队伍建设的整合,系列举措提升了带头人能力,加强了带头人作风,规范了带头人的权力运行。带头人队伍的整合体现了在选培机制上由内部向外部的转型、在管理机制上由目标向制度的转型。转型具有必然性,但为了进一步提升农村基层党组织带头人队伍的工作能力,转型过程中还需要推动建设路径的优化:从价值路径上需要坚持农村基层党组织带头人队伍建设与乡村社会的性质相匹配、与新时代群众路线相耦合、与基层改革创新相结合的导向;从政策路径上应协调处理好外派干部与本地干部、吸纳培养与基层选举、制度约束与有效激励等关系。

Since the post-tax era,the leaders of rural grass-roots party organizations have gradually presented different practices,which can be divided into individual ability type and group support type.Two types of leaders have played a leading role in the process of rural governance,providing strong political guarantee for the comprehensive promotion of rural revitalization,but some leaders also have some problems in governance.In view of this,the CPC and the state have strengthened the integration of the leader team construction of rural grass-roots party organizations.With a series of measures,the leader's ability have been improved,the leader's style has been strengthened and the power operation has been standardized.The integration of the leaders reflects the transformation from internal to external in the selection and train-ing mechanism and from goal to system in the management mechanism.Transformation is inevitable,but in order to further enhance the ruling ability of leaders of rural grass-roots party organizations,it is necessary to promote the optimization of the construction path in the process of transformation:from the value path,the construction of leaders of rural grass-roots party organizations need adhere to match the nature of rural society,be coupled with the mass line of the new era,and be combined with grassroots reform and innova-tion;from the policy path,we should coordinate and handle the relationship between expatriate cadres and local cadres,absorption and training and grass-roots elections,institutional constraints and effective incen-tives.
