面向医院高质量发展的数据治理模式与方法探讨

Discussion on Data Governance Models and Methods for High-quality Development of Hospitals

目的为适应医院高质量发展要求,围绕数据治理问题,就数据治理模式和方法路径进行研究。方法通过文献研究和实践总结,从时序视角将数据治理分为回顾性和前瞻性两种模式,并分别阐述其内容、挑战和对策。结果回顾性数据的治理主要包括数据采集、数据清洗、深度加工、数据质量保障等内容,前瞻性数据的治理则需重点围绕医院数据文化、组织架构设置、数据管理办法、数据管理能力成熟度评估等进行推进。结论医院数据治理是一项长期、复杂的系统工程,在医院高质量发展阶段,应加快推进全院层面的前瞻性数据的治理,以更好地支撑医院数据利用与数字化转型。

Objective To meet the requirements of high-quality development of the hospital,data governance models and paths are studied around the data governance issue.Methods Through literature review and practice summary,from the perspective of time sequence,data governance is divided into retrospective data governance and prospective data governance.Contents,challenges and countermeasures of data governance are studied respectively.Results Retrospective data governance mainly includes data collection,data cleansing,deep processing,data quality assurance and other work,while prospective data governance needs to focus on hospital data culture,organization structure settings,data management methods,data management capability maturity evaluation and so on.Conclusion Hospital data governance is a long-term and complex systematic work.In the stage of high-quality development of hospital,we should accelerate the prospective data governance at the hospital level to better support hospital data utilization and digital transformation.
