网络治理视角下的“网格+网络”模式优化路径探析——以西部某省会城市L社区为例

Analysis on the Optimal Path of “Grid + Network” Model from the Perspective of Network Governance——Take the L Community of a Certain Western Provincial Capital as an Example

网格化管理作为一种重要的公共管理模式和治理工具,具有丰富的理论内涵与实践经验。文章以西部某省会城市L社区为例,认为网格化管理依然面临管控理念、技术弊端、多元治理主体动力匮乏等发展困境。为更好地贯彻十九大提出的治理要求,打造共建共享共治的社会治理格局,主要从党建引领、技术赋能、主体联动层面回应网格化管理面临的困境和挑战,基于网络治理理论和实践基础提出网格化管理的完善对策,探索城市社区"网格+网络"新模式的未来趋势和优化路径。

As an important public management mode and governance tool, grid management has rich theoretical connotations and practical experience. The paper taking L Community of a Certain Western Provincial Capital as an Example, grid management still faces development difficulties such as governance concepts, technical drawbacks, and lack of motivation for multiple governance entities.In order to create a social governance pattern of co-construction, sharing and co-governance, it mainly responds to the difficulties and challenges faced by grid management from the aspects of governance subject, technology empowerment, and governance motivation,and proposes optimized countermeasures for grid management based on network governance theory and practice, to explore the future trend and optimization path of the new model of “grid + network” in urban communities.
