新冠肺炎疫情形势下天津某公立医院发热门诊疫情防控人力资源配置的经验与问题分析

An analysis of the experience and existing problems of human resource allocation for epidemic prevention and control in fever clinic of a public hospital in tianjin under the situation of novel coronavirus pneumonia

以天津某公立医院发热门诊为研究案例,通过分析该医院发热门诊在新冠肺炎疫情防控形势下的人力资源配置规模、人员结构、科室分布、动态在岗人数、在岗天数以及新冠肺炎疫情形势与人力资源配置的关系等,总结该医院疫情防控的经验:较强的人力动员能力;动态调整人力资源配置;注重发挥优势专业的力量;注重优化年龄和性别结构。同时指出存在问题:应急反应能力不够强,人力调配不够精准、迅速;疫情防控医务人员职称级别、年资较低;发热门诊排班不够合理。认为,应加强公立医院对公共突发卫生事件的应急反应能力;构建“平战结合”的应急卫生人力资源队伍。

Taking the fever clinic of a public hospital in Tianjin as the research case,through the analysis of the scale of human resource allocation,personnel structure,department distribution,dynamic number of staff on duty,number of days on duty,and the relationship between the situation of novel coronavirus pneumonia and human resource allocation in the fever clinic of the hospital under the situation of prevention and control of novel coronavirus pneumonia,this paper summarizes the experiences of prevention and control of the epidemic in the hospital:strong human mobilization ability;dynamic adjustment of human resource allocation;focusing on the advantages of professional strength;focusing on optimizing age and gender structure.At the same time it points out the existing problems:emergency response capacity is not strong enough;the allocation of manpower is not accurate and rapid;the professional title level and seniority of medical staff for epidemic prevention and control are low;the fever clinic scheduling is not reasonable.It is believed that the emergency response capacity of public hospitals to public health emergencies should be strengthened and emergency health human resources team of‘peacetime and wartime’should be built.
