毗邻党建引领跨界治理的四种类型及其运行机理

Four Types and Operating Mechanisms of Adjacent Party Building Leading Transboundary Governance

近年来在我国一些毗邻地区,通过党建引领跨界治理实践探索出毗邻党建这一新型的党建模式。目前,既有相关研究主要包括跨界治理的描述性研究、解释性研究、对策性研究以及跨界治理与毗邻党建的关联性研究。针对毗邻党建引领跨界治理的类型分析及其运行机理这一主题还缺少深入研究。基于“跨界性—层级性”的分析框架,可以把毗邻党建引领跨界治理分为战略引领型毗邻党建、问题导向型毗邻党建、高位推动型毗邻党建、整体联动型毗邻党建四种类型。揭示毗邻党建引领跨界治理的运行机理,需要基于“典型案例—类型匹配”的基本原则选择匹配性的案例进行具体呈现和深入剖析。

In recent years,some adjacent regions of China have explored a new model of adjacent party building in the process of transboundary governance led by party building.At present,existing related research mainly includes descriptive research,interpretive research,countermeasure research on transboundary governance,and research on the correlation between transboundary governance and adjacent party building.There is still a lack of targeted research on the type analysis and operating mechanisms of adjacent party building leading transboundary governance.Based on the analysis framework of“transboundary and hierarchical”,adjacent party building leading transboundary governance can be divided into four types:strategic leading adjacent party building,problem-oriented adjacent party building,high-level promotion adjacent party building,and overall linkage adjacent party building.To reveal the operating mechanisms of adjacent party building leading transboundary governance,it is necessary to select matching cases for specific presentation and in-depth analysis based on the basic principle of“typical case and type matching”.
