基于熵权-TOPSIS方法对干部教学培训工作的质量评估

Teaching Quality Evaluation of Cadre Training Based on Entropy Weight-TOPSIS Model

文章以2018—2020年内蒙古气象干部培训学院承办的4个重点班型为研究对象,首先对教师队伍建设和师资结构进行了统计分析,通过问卷调查收集学生对教师教学质量满意度评价,选取9项评价指标建立了教学质量评价体系,运用熵权-TOPSIS方法对2018—2020年内蒙古气象干部培训学院不同类型和不同年份培训班进行教学质量评估。结果表明:不同类型培训班综合评估分在0.0585~1,处级领导干部培训班综合评分最高,为1;旗县级副局长培训班综合评分次之,为0.8593;气象类岗前培训班综合评分最低,为0.0585。不同年份培训班综合评估分在0~1,2020年综合评分最高,为1;2019年综合评分次之,为0.5928;2018年综合评分最低,为0,教学质量评估综合评分随着年份变化呈递增趋势。研究结果将对气象部门干部培训工作起到巨大的推动作用,同时对干部培训学院教师队伍建设、培训安排和教学指标等提供思路和策略。

This paper takes the four key classes undertaken by Inner Mongolia Meteorological cadre training college from 2018 to 2020 as the research object.It makes a statistical analysis on the construction of teachers’team and the structure of teachers,collects students’satisfaction evaluation on Teachers’teaching quality through questionnaire survey,and selects nine evaluation indexes to establish the teaching quality evaluation system.Entropy-TOPSIS method is used to evaluate the teaching quality of different types and years of training classes in Inner Mongolia Meteorological cadre training college from 2018 to 2020.The results show that the comprehensive evaluation scores of different types of training classes were between 0.0585 and 1,and the comprehensive score of department level leading cadres class was the highest,which is 1;The comprehensive score of deputy director class at county level was 0.8593;The comprehensive score of meteorological pre job class was the lowest,which was 0.0585;The comprehensive evaluation score of the training class in different years was between 0 and 1,and the comprehensive score of 2020is the highest,which was 1,and the second highest was 0.5928 in 2019;In 2018,the comprehensive score is the lowest,which is 0.The comprehensive score of teaching quality evaluation showed an increasing trend with the change of years.The research results will play a great role in promoting the cadre training work of meteorological department,and provide ideas and strategies for strengthening the construction of teacher team,training arrangement and teaching indicators of cadre training college.
