重大疫情下跨域危机应急联动能力评价研究——以河北省与周边省市为例

Research on Evaluation of Inter-Regional Crisis Emergency Collaborative Ability under Major Epidemic Situation

随着新冠肺炎疫情的局部反弹,以河北省与周边省市为例,评价跨域危机应急联动能力对于应对重大疫情至关重要。根据国内外关于跨域危机应急联动的理论与实践,构建涵盖资源保障、信息沟通、监测预警、应急协调四要素的应急联动能力评价指标体系,运用多层次模糊综合评价方法评估河北省与周边省市跨域危机应急联动能力,建议从完善应急预案、畅通信息沟通渠道、优化应急协调机制三方面入手做好应急联动能力提升工作。

With the local rebound of the epidemic situation in COVID-19,taking Hebei Province and neighboring provinces and cities as an example,it is very important to evaluate the inter-regional collaborative ability of coping with crisis and emergencies.Through a thorough study of theories and practices about crisis emergency collaboration at home and abroad,this paper constructs an evaluation index system covering four main aspects:resource guarantee system,information communication,monitoring and warning system,and emergency coordination,and evaluates the inter-regional collaborative ability between Hebei Province and its surrounding when faced crisis using the multi-level fuzzy comprehensive evaluation method.It is suggested to improve the emergency response capability of in-ter-regional crisis from three aspects:perfecting emergency plans,smoothing the information communication channels and optimizing the emergency coordination mechanism.
