Operation characteristics of China’s refined oil industry in 2021 and outlook for 2022

2021年,中国成品油产量稳步增长,需求量基本恢复至疫情前水平;市场整顿力度前所未有,行业准入门槛继续大幅降低;成品油出口规模大幅收窄,出口配额总量急剧下降;成品油库存震荡回落;成品油零售价格总体呈现稳中有升的波动趋势;成品油市场化进程提速;石油成品油流通领域标准化加强;完善成品油税收管理;能源监管清单出台。2022年,中国成品油产量小幅增长,预计需求量达到4.07亿吨。在“双碳”目标指引下,中国成品油行业将向绿色低碳转型持续发力,行业监管和规范化管理加强,推动新一轮产业结构的转型升级和低碳优化调整。

In 2021, China’s refined oil production rose stably and demands recovered to pre-pandemic level. Market consolidation was unprecedented and industry access threshold decreased drastically. The export scale of refined oil products shrank significantly and the total export quota dropped sharply. Refined oil stocks fell in shock;the retail price of refined oil showed a trend of stable but rising. The marketization process of refined oil products was accelerated;standardization in the distribution of petroleum products was strengthened. The tax administration of refined oil products was improved and the list of energy regulations was released. Looking forward to 2022, China’s refined oil production will rise slightly and the demand will be expected to reach 407 million tons. Under the guidance of the “dual carbon” target, the refined oil industry will grasp the changing trend, continue to facilitate green and low-carbon transformation, strengthen industry supervision and standardized management,and promote a new round of industrial structure transformation and upgrading and low-carbon optimization adjustment based on the current energy demand.
