Suggestions on Supervision Measures of Refined Oil Market under the Background of System Reform and Energy Structure Transformation

近年来,国内炼油产能过剩、成品油资源供过于求、流通领域激烈竞争的局面不断加剧。按照国家战略部署,“十四五”期间油气行业将在“双碳”战略下结构转型,以及“放管服”市场化改革进程加快的双重影响,成品油行业面临着能源结构转型与保障经济发展、市场化体制重塑与稳定市场秩序、维护国家税收安全与实体经济降本纾困等多方面的再平衡。本文立足于成品油行业出现的新形势、新变化,结合国外发达国家在市场监管方面的经验,对目前的行业监管痛点,在加强立法、完善信息化管控、建立社会征信体系等方面提出针对性措施建议,在保障国家“双碳”战略和深化能源体制改革的基础上,促进行业稳定健康发展。

In recent years,the consumption of oil and related products has been increasing in our country,and the dependence on imported crude oil has reached 70%.The situation of excess domestic refining capacity,oversupply of refined oil resources,and fierce competition in the circulation field has been intensifying.According to the national strategic deployment,during the“14th five year plan”period,the oil and gas industry will be affected by the structural transformation under the“double carbon”strategy and the acceleration of the marketoriented reform process of“deregulation and service”.The refined oil industry is facing the rebalancing of energy structure transformation and ensuring economic development,market-oriented system reshaping and stabilizing market order,maintaining national tax security and cost reduction and relief of the real economy.Based on the new situation and changes in the refined oil industry,combined with the advanced experience of foreign developed countries in market supervision,this paper puts forward targeted measures and suggestions on the current pain points of industry supervision,such as strengthening legislation,improving information management and control,and establishing a social credit system,so as to promote the stable and healthy development of the industry on the basis of ensuring the steady progress of the national“Double Carbon”strategy and market-oriented reform.
