探究基层妇联妇女工作之道:机制、矛盾与多向度网络调适

On the Way of Work of Women’s Federations at Community Level:Mechanism,Contradiction,and Multi-dimensional Network Adjustment

妇女工作何以依凭基层妇联予以落实,成为了关乎“半边天”治理效能的应然思考。结合网络化治理理论,基于J市A区妇联实践,探寻了以基层妇联为中心,执委体系为主的制度吸纳、阵地建设促成的组织联络以及多重适宜手段塑造的行动联合等为意涵的妇女工作机制。同时,揭示了妇女工作机制受制于科层制影响产生的“妇联队伍唯上导向”“妇联阵地过度视察”“妇女工作留痕形式主义”等矛盾问题,由此亟待从表象化结构调整深入至复杂性主体角色关系改良和合作路径优化上,依凭“身份—关系—路径”多向度网络调适予以化解,使基层妇联更好地顺应妇女诉求、维护妇女权益、提高妇女地位、促进妇女发展,进而保障城市发展稳定和国家长治久安。

The implementation through Women’s Federations at community-level is becoming a natural reflec⁃tion on the governance efficiency of“half the sky”.With reference to the“theory of network governance”,this paper,based on the practice of women’s federations in A District of J City,explores the women’s working mechanism with the community-level Women’s Federation as a core,including the system absorption domina⁃ted by the executive committee system,the organizational liaison promoted by the construction of positions,and the action combination shaped by multiple appropriate means.At the same time,it reveals the problems caused by the too much bureaucracy,such as“the top-orientation”,“excessive inspection”and“over-favoring form”,which cannot be solved only through the representational structure adjustment.Therefore,it is urgent to adopt the multi-dimensional network adjustment to resolve these problems by going deep into the complex sub⁃ject role adjustment,subject relationship improvement,and cooperation path optimization(i.e.“role-relationship-path”multi-dimensional network adjustment).By doing so,women’s federations at community level can fully perform its role in improving women’s status through meeting the demands,safeguarding the rights and interests.In a nutshell,the smooth development of urban and the long-term stability of the country can be guaranteed by promoting women’s development in all respects.
