日本动物保护及管理法律制度解读

Interpretation to Japan's Legal Systems for Animal Protection and Management

日本是世界上制定和实施动物保护法律规范较早的国家。本文介绍了日本动物保护管理法中的环境保护、饲养者监管、流浪犬猫收养、法律责任等法律制度,并结合我国现阶段的相关法律制度,提出了建立我国动物保护法律体系和制度框架的建议,以期为我国建立动物保护法律制度提供参考。

Japan is one of the earliest countries who have formulated laws and regulations concerning animal protection,where good results have been achieved in practice.In the paper,the legal systems about environmental protection,supervision for breeders,adoption of stray dogs and cats,legal liability,etc.specified by Japan's laws on animal protection and management were introduced,considering relevant current legal systems adopted in China,it was recommended to establish such a legal system and a framework concerning animal protection in China,and a reference for such purpose was also provided.
