重大投资项目社会风险评估是项目风险管理的重要组成部分。对近年来倍受关注的海上风电项目社会风险进行了评估研究。将专家作用引入到风险因素识别的过程中,对项目风险进行识别,并识别出包括政策法律风险、技术风险、经济风险、征用风险、生态环境风险、自然环境风险、管理风险、安全生产风险、舆情风险、项目与社会互适性风险在内的十类风险,进一步又将这十类风险细分为36个特征风险因素。在此基础上构建了风险指标体系,并利用定性分析法和模糊聚类分析方法对海上风电项目社会风险进行了估计与评判。

Social risk research of major investment projects is an important part of project risk management, and it is also a hot topic of risk management in recent years. On the basis of previous studies, this paper takes offshore wind farm as an example to study the social risk of major investment projects. First of all, the role of experts is introduced in the process of risk factor identification to identify the project risks, and various risks that may appear in the process of project implementation are listed. The social risks are divided into ten types: policy and legal risks, technical risks, economic risks, expropriation risks, ecological environmental risks, natural environmental risks, management risks, safety production risks, public opinion risks Furthermore, these ten types of risks can be subdivided into 36 factors. Secondly, on this basis, the risk index system is constructed, and the qualitative analysis method and fuzzy cluster analysis method are used to estimate and evaluate the risk. Finally, the conclusion is drawn.
