我国冰雪运动“南展西扩东进”战略的演进历程与内涵价值

The Strategy of Southward,Westward and Eastward Expansion of China’s Ice and Snow Sports Development:Evolution Process and Connotative Value

我国冰雪运动“南展西扩东进”战略是以国家为主体,为实现冰雪运动发展目标而制定的总体谋划和决策,是改革开放以来我国冰雪运动发展理念的延续、凝练与升华,关乎“带动三亿人参与冰雪运动”以及“冰雪运动强国”目标的实现进程。运用文献资料研究、文本分析和专家访谈等方法,借鉴“战略一般分析”框架理论,从战略过程、战略组织、战略内容、战略价值4个维度对冰雪运动“南展西扩东进”战略进行分析。研究发现,冰雪运动“南展西扩东进”战略与我国国情相伴而生,经探索与奠基、初创与发展、确立与强化等演进历程,呈现出价值导向始终与国家体育发展需求同频共振、战略目标前后相继且逐步递进、战略布局纵横交错且时空并行、战略组织“政企校社”协同发力等鲜明特征。同时,从基本内涵、区位厘定界定了“南展西扩东进”的战略内涵。研究认为,这一战略不仅为冰雪运动的全国普及以及实现“带动三亿人参与冰雪运动”的目标提供了基本方略,也为后冬奥时代我国由冰雪运动大国向冰雪运动强国的转变奠定了坚实根基,同时为北京冬奥遗产的传承与可持续发展提供了载体,并将为世界冰雪运动的全球化普及提供中国智慧和方案。

Having the state as the main body, the strategy of southward, westward and eastward expansion of China’s ice and snow sports is an overall plan and decision in order to achieve the development goal of ice and snow sports, which has extended, refined and sublimated China’s idea of ice and snow sports development, connecting with the realization process of the objectives of“driving 300 million people to participate in ice and snow sports” and “ice and snow sports power”. Using literature, text analysis,expert interviews and other research methods, and taking reference of framework theory of “Strategy General Analysis”, the paper analyzes the strategy of southward, westward and eastward expansion of China’s ice and snow sports from four dimensions of strategic process, strategic organization, strategic content, and strategic value. The research found that the strategy of southward,westward and eastward expansion of China’s ice and snow sports was given according to our national and institutional conditions. It had undergone exploration and foundation laying, start-up and development, establishment and strengthening and other stages of evolution, showing the distinct characteristics of relative stability of value orientation, continuity of strategic goals, continuous expansion of strategic layout, collaborative advancement of strategic organizations and so on. Simultaneously, the strategic connotation of“southward, westward and eastward expansion” is defined from the basic connotation and location determination. This strategy not only provides direction for snow and ice sports popularization as well as the realization the goal of driving 300 million people on ice and snow sports, but also lays foundation for the transition from the nation big in winter sports to strong in winter sports after Olympic Winter Games Beijing 2022, meanwhile provides a good carrier for passing on the heritage of Olympic Winter Games Beijing 2022 and sustainable development. It will also provide Chinese wisdom and plan for the globalization of ice and snow sports.
