“双碳”目标下成品油行业发展现状与思考

Development situation and consideration of refined oil industry under“peak carbon dioxide emissions and carbon neutrality”targets

从炼能、供需、出口、油价等角度对成品油行业现状进行梳理,通过对6家成品油企业进行实地调研,分析了“双碳”目标下成品油行业面临的问题,并从国家和企业层面对其发展提出建议。研究表明,成品油行业减排任务艰巨,出口配额有悖市场经济,新能源替代力度加大,氢能产业处于初级发展阶段。“双碳”目标下,国家应完善监管体系,集中下放出口配额,鼓励企业积极创新,明确氢能财政、税收政策;企业应积极探索业务转型,加大新项目布局和规划,构建价格风险管理体系。

Status quo of the refined oil industry is sorted out from the perspectives of refining capacity,supply and demand,exports and crude oil price.The problems faced by the refined oil industry under the“peak carbon dioxide emissions and carbon neutrality”targets are analyzed through field investigation on 6 refined oil enterprises,and some suggestions for the development of these enterprises are put forward from the state level and enterprise itself level.It is shown from the study that China's refined oil industry faces strict challenges in carbon dioxide emission reduction,China's current export quota policy is contrary to the market economy,the replacement of new energy to refined oil is intensified,and the hydrogen energy industry is still in the initial stage.Under“peak carbon dioxide emissions and carbon neutrality”targets,China is suggested to improve its regulatory system,issue export quota in a centralized manner,encourage enterprises to innovate actively,and clarify fiscal and tax policies on hydrogen energy.The refined oil enterprises should actively explore business transformation,increase the layout and planning of new projects,and build a price risk management system.
