摘要
传统模式下,当城市轨道交通运营发生突发事件时,涉及多专业、多人员组织通知,往往需要耗费大量人力与时间,存在指令传递不畅、应急指挥组织困难、过程性信息遗漏等诸多问题。分析探讨了如何使用信息化的方式实现运营突发事件应急全流程的管理,改善当前应急管理的“痛点”,为应急管理提供技术支撑;同时,对运营突发事件发生前、处置过程中、应急结束后等应急管理全流程进行了梳理,最终实现应急管理的标准化、流程化。
In the traditional mode, when an emergency occurs in urban rail transit operation, the response shall involve the notification and organization of many professionals in multi-disciplinary, which often requires a lot of manpower and time. And many problems may happen such as poor instruction transmission, difficult emergency command and organization as well as process information omission. The way to realize of the whole process management of operational emergencies by information technology is discussed to improve the current "pain points" in emergency management. The whole process of emergency management is sorted out according to the different stages of pre-occurrence of operational emergency, emergency response process, and post-emergency, so as to finally realize the standardization process of emergency management.
