摘要
在高铁建设持续快速推进和全社会勠力推动高质量发展的背景下,高铁对经济高质量发展的影响受到各界的广泛关注。根据经济高质量发展的内涵和目标,立足于分析高铁影响经济高质量发展的路径,从要素投入、新发展理念下不同的产出和投入产出效率三个方面归纳和梳理高铁对经济高质量发展研究的文献表明,通过提升交通可达性,高铁开通有助于投入生产要素配置效率的改善和“好”的产出的增长,对投入产出效率的提升也有明显积极的作用,且高铁对生产要素投入、新发展理念下的不同产出和投入产出效率的影响均表现出明显的区域异质性。据此推断,高铁也将对经济高质量发展产生整体积极但区域异质的影响。基于有效利用高铁红利考量,未来可从经济高质量发展视角下高铁效应的直接检验、不同区域高铁效应的比较研究、高铁影响来源及路径分析三个方面扩展高铁影响经济高质量发展的相关研究。
In the context of the continuous and rapid progress of high-speed rail construction and the whole society’s efforts to promote high-quality development, the impact of high-speed rail on high-quality economic development arouses wide attention from all walks of life.According to the connotation and goals of high-quality development, and based on the analysis of the path of high-speed rail’s impact on high-quality economic development, summarizing and sorting out the research literature on the high-speed rail’s contribution to high-quality economic development from three aspects of factor input, different outputs under the new development concept and input-output efficiency, the author draws the conclusion that by improving transport accessibility, the operation of high-speed rail will help improve the allocation efficiency of input factors and increase the “good” output, and have a significant positive effect on the improvement of input-output efficiency as well.In addition, the impacts of high-speed rail on input of production factors, different outputs under the new development concept and input-output efficiency obviously show the regional heterogeneity.It follows that high-speed rail will also have an overall positive but heterogeneous impact on high-quality economic development.Based on the consideration of effective utilization of high-speed railway dividend, we can expand our future research of the high-speed railway impact on high-quality economic development from three aspects: the direct test of high-speed railway effect from the perspective of high-quality economic development, the comparative study of high-speed railway effect in different regions, and the analysis of the source and path of high-speed railway impact.
