农业科技成果转化三螺旋模式构建及其作用机制——基于四川省实证分析

Construction and Mechanism of Triple Helix Model for the Transformation of Agricultural Scientific and Technological Achievements:Based on the Empirical Analysis of Sichuan Province

为丰富三螺旋理论在农业科技成果转化的应用并揭示其运行机制,在分析政府、专家团队、涉农企业在农业科技成果转化中的定位和职能作用的基础上,运用三螺旋理论构建“政府-专家团队-企业”农业科技成果三螺旋转化模式,并以四川省屏山县的好实在电子商务有限责任公司、国家现代农业产业技术体系水果创新团队和“科技扶贫万里行”水果产业技术服务团队、县委县政府构成的三螺旋转化模式为实践案例,剖析各主体的角色及其作用。结果表明:协同转化、利益联结和价值共创是农业科技成果三螺旋转化模式有效运转的关键机制,其中政府是主导推动力量,专家团队是技术力量,企业则能带动当地产业发展。同时,针对该三螺旋体系面临各主体地位不平等、企业独立研发创新能力低、三主体传播力量弱等发展困境,提出突出政府的服务功能、增强企业的技术供给作用和大力培育科技中介机构等对策建议,推动三主体以农业产业发展为核心、良性互动为基础,畅通信息链、提升价值链、促进创新链,最终形成农业科技创新的螺旋式增长。

In order to enrich the application of triple helix theory in the transformation of agricultural scientific and technological achievements and reveal its operating mechanism,on the basis of analyzing the positioning and functional role of the government,expert teams,and agricultural related enterprises in the transformation of agricultural scientific and technological achievements,in this paper,the triple helix theory is used to build a"Government-expert teamenterprise"triple helix transformation model of agricultural scientific and technological achievements.Further,it takes the triple helix transformation model composed of Haoshi E-Commerce Co.,Ltd.in Pingshan County,Sichuan Province,the fruit innovation team of the national modern agricultural industry technology system,the fruit industry technical service team of"poverty alleviation through science and technology",and the county party committee and government as a practical case to analyze the role and function of each subject.The results show that collaborative transformation,benefit linkage,and value co-creation are the key mechanisms for the effective operation of the triple helix transformation model of agricultural scientific and technological achievements,in which the government is the leading driving force,the expert team is the technical force,and enterprises can drive the development of local industries.At the same time,in view of the development difficulties faced by the triple helix system,such as the unequal status of the main bodies,the low independent R&D and innovation ability of enterprises,and the weak communication power of the three main bodies,it puts forward countermeasures and suggestions to highlight the service function of the government,enhance the role of enterprises in technology supply,and vigorously cultivate scientific and technological intermediaries,so as to promote the three main bodies to smooth the information chain,enhance the value chain,and promote the innovation chain based on the development of the agricultural industry,to form a spiral growth of agricultural science and technology innovation finally.
