为持续打造市场化、法治化、国际化营商环境,积极探索柔性监管方式,对“新经济”企业全生命周期中的包容审慎监管进行了研究。“新经济”企业全生命周期分为孕育期、求生存期和高速发展期。在孕育期中,通过放宽市场准入门槛、刷新企业布局速度、研判新经济发展态势等措施凸显“放”的针对性。在求生存期中,通过推动市场和有为政府更好结合、构建闭环监管模式、提高智能化监管能力等方式加强“管”的有效性。在高速发展期中,通过探索协调监管主体模式、实现适应性监管方式、秉承理性谨慎的监管态度等策略扩大“服”的优质性。

In order to continue to create a market-oriented, legalized and international business environment, actively explore flexible supervision methods, research on inclusive and prudent supervision in the whole life cycle of “new economy” enterprises is conducted. The whole life cycle of “new economy” enterprises is divided into incubation period, survival period and high-speed development period. During the incubation period, the pertinence of “letting go” was highlighted through strategic reforms such as relaxing the market access threshold, refreshing the layout speed of enterprises, and studying and judging the development trend of new economy. In the survival period, we should strengthen the effectiveness of “management” by promoting the better combination of the market and the promising government, building a closed-loop regulatory model, and improving the intelligent regulatory capacity. In the period of rapid development, the quality of “service” is expanded by exploring the mode of coordinating the main body of supervision, realizing the adaptive supervision mode, adhering to the rational and prudent supervision attitude and other strategies.
