摘要
非国有企业档案对于维护国家安全和社会稳定具有重要作用。文章从实践、法律、理论三个角度分析了非国有企业档案监管的缘起,并通过调研发现其在监管依据、监管对象、监管模式和监管主体上面临着一些困境,进而从强化非国有企业档案监管顶层设计、厘清监管档案的范围与场景、做好分类监管与常态化监管、构建多元主体协同监管机制提出监管的应对策略。
The archives of non-state-owned enterprises play an important role in maintaining national security and social stability. The article analyzes the origins of the supervision of archives of non-state-owned enterprises from three perspectives: practice, law and theory.Through the investigation, it is found that its supervision faces some dilemmas in terms of supervision basis, supervision object, supervision mode and supervision subject, and then puts forward response strategies for supervision, including strengthening the top-level design of supervision of archives of non-state-owned enterprises, clarifying the scope and scenes of supervision of archives, making good supervision classification and regular supervision, and developing the coordinated supervision mechanism of multiple subjects.
