西北地区多视角联动的生态经济发展新模式探析

A New Model of Ecological Economy Development from Multi-Perspective in Northwest China

在百年未有之大变局下,我国西北地区正处于全球生态安全与经济协同发展的关键战略地位,其在全国、全球地理空间格局下均位居不可替代的枢纽位置。水资源是西北地区生态经济可持续发展的生命线,依托合理的水资源跨区域配置调控,可以为西北地区注入新的动力与活力。在此基础上,充分结合国内外已有的生态经济发展实践经验,在调水改土与城乡统筹、占补平衡与飞地经济、碳中和与生态补偿、水利经济与现代经济等不同视角下,探明多模式协同联动的内在机制与运转链条,构建适用于我国西北地区生态经济协同发展的新模式,有助于推动西北地区高质量、可持续发展。

Under the situation of unprecedented changes in a century, northwest China is in a key strategic position in the coordinated development of global ecological security and economy, which is also in an irreplaceable pivotal position in the national and global geospatial patterns. Water resource is the lifeline of the sustainable development of ecological economy in northwest China. Depending on the rational inter-regional allocation and regulation of water resource, it can provide new opportunities for northwest China. Based on this, from different perspectives, such as water transfer and land reform and urban-rural integration, cultivated land balance and enclave economy, carbon neutral and ecological compensation,water economics and modern economy. We combined the existing domestic and foreign experience in ecological economic development, explored the internal mechanism and operation chain of multiple modes, and constructed a new model for the coordinated development of eco-economy in northwest China, which would promote high-quality and sustainable development in northwest China.
