国土空间规划“三区三线”相互关系及划定技术研究

2019年5月《中共中央、国务院关于建立国土空间规划体系并监督实施的若干意见》实施以来,各层级国土空间总体规划的编制工作已接近尾声,“三区三线”划定与管控作为其核心环节备受关注,研究旨在探讨“三区三线”相互关系及划定技术,提高国土空间规划决策与方案的科学性,通过文献调查、比对分析和归纳演绎等方法,在分析“三区三线”划定及管制规则衔接当前存在问题的基础上,分析它们的相互关系,以整体系统思维优化“评价—初划—优化—细化”的划定流程,建立面向国土空间规划体系的全过程的覆盖全域、层级分明、类别突出的全域全要素国土空间用途分区管控体系,并讨论大数据挖掘与综合分析利用技术、地理信息空间分析技术、信息平台技术、动态监测和精准评估技术等新技术应用,以期为新时代国土空间规划体系的实施与完善提供建议。

Since the implementation of "Several Opinions of the CPC Central Committee and the State Council on the Establishment and Supervision of the Implementation of the Territorial Space Planning System" in May 2019, the preparation of the overall territorial space planning at all levels will coon be completed. The delimitation and control of "three areas and three lines" as its core link has attracted much attention. The research aims to explore the relationship and delimitation technology of "three areas and three lines" and improve the scientificity of the decision-making and scheme of land and space planning. Through the methods of literature investigation, comparative analysis, induction and deduction, and on the basis of analyzing the current problems in the delineation of "three zones and three lines" and the convergence of regulation rules, the relationship between them is analyzed. The delimitation process of "evaluation-initiation-optimization-refinement" is optimized with the overall systematic thinking. This paper establishes a global, hierarchical and prominent land space use zoning management and control system for the whole process of territorial space planning system, and discusses the application of new technologies such as big data mining and comprehensive analysis and utilization technology, geographic information spatial analysis technology, information platform technology, dynamic monitoring and accurate evaluation technology,in order to provide suggestions for the implementation and improvement of territorial space planning system in the new era.
