联动枢纽:治理视域下社区党组织的角色分析

Linkage Hub:An Analysis of the Role of Community Party Organizations from the Perspective of Governance

社区党组织在联动社区治理主体、共同整合社区治理要素、实现社区治理目标的过程中形塑了“联动枢纽”的角色。这种“联动枢纽”角色是在“使命—责任型”政党的根本要求下形成的,同时它以政党体系为基础的组织资源、以地域为范围的空间资源、以情感为支撑的文化资源和以网络为导向的技术资源作为形塑条件。通过对某社区党组织联动其他社区治理主体供给公共服务的案例研究,发现其在具体运行的过程中呈现出主体联动、内容联动和方式联动等特征。这种“联动枢纽”角色能够有效形成社区治理的整体合力,实现核心引领与具体联动的结合,并且根据社区治理情况变化进行动态调适。未来的优化路径在于构建集专业化、规范化、制度化于一体的“联动枢纽”角色,同时搭建常态化联动治理平台,促进治理资源的有效配置。

Community party organizations have shaped the role of“linkage hub”in the process of linking community governance subjects and integrating community governance elements to achieve community governance goals.This kind of“linkage hub”role is formed under the fundamental requirements of the“mission-responsibility”party,at the same time,it takes the organizational resources based on the party system,the space resources based on the region,the cultural resources supported by emotion and the network-oriented technical resources as the shaping conditions.Through the case study of a community party organization linking other community governance subjects to supply public services,it is found that it presents the characteristics of subject linkage,content linkage and mode linkage in the process of specific operation.This“linkage hub”role can effectively form the overall synergy of community governance,realize the combination of core leadership and specific linkage,and dynamically adjust according to the changes of community governance.The future optimization path is to build a“linkage hub”role that integrates specialization,standardization and institutionalization,and to build a normalized linkage governance platform to promote the effective allocation of governance resources.
