Research and discussion on the related behaviors of leading cadres in public medical institutions running businesses

近年来,由于领导干部及其亲属涉及违规经商办企业问题的频发,十九届中央纪委五次全会更是将督促落实规范领导干部配偶、子女及其配偶经商办企业行为规定作为年度重点工作之一进行研究。如何进一步规范公立医疗机构领导干部经商办企业行为,成为新时代纪检监察工作的重要课题。围绕公立医疗机构领导干部范围的界定、经商办企业的内涵、现行规范经商办企业行为相关依据及存在的制度盲区等进行探讨,探索如何进一步有效规范公立医疗机构领导干部及其亲属经商办企业行为,为相应制度性建设和管理路径提供参考。

In recent years, leading cadres and their relatives have frequently been involved in illegal business and enterprise operation. The Fifth Plenary Session of the 19 th Central Commission for Discipline Inspection took the supervision and implementation of the provisions on regulating the business and enterprise operation behavior of leading cadres’ spouses, children and their spouses as one of the annual key tasks to study. How to further standardize the business and enterprise operation behavior of leading cadres in public medical institutions, It has become an important subject of discipline inspection and supervision in the new era. This paper focused on the definition of the scope of leading cadres in public medical institutions, the connotation of doing business and running enterprises, the relevant basis for the current standardization of doing business and running enterprises and the existing institutional blind spots, explored how to further effectively standardize the behavior of leading cadres and relatives in public medical institutions, and provided reference for the corresponding institutional construction and management path.
