摘要
[目的]研究医改十余年来我国中医类医院卫生资源的公平性及发展状况,为中医类医院的发展提供数据和理论参考。[方法]运用基尼系数和泰尔指数评价我国中医类医院卫生资源发展状况及公平性。[结果]2009-2019年我国中医类医院卫生资源配置水平持续提高。2009-2019年我国中医类医院按照人口配置的卫生源基尼系数均小于0.3,公平性良好;但按照地理面积配置的基尼系数均大于0.5,处在0.5~0.7范围内,公平性远差于按人口配置。[结论]我国中医类医院卫生资源总量提升,医院内部编制比例趋于合理,但按地理面积配置公平性远差于按人口配置公平性;按人口配置的卫生资源公平性趋于最佳,但区域内资源配置公平性差异大;区域间人力资源趋于公平化,但物力资源配置公平性略差。
Objective To study the fairness and development status of health resources in TCM hospitals over the past ten years of medical reform in China, so as to provide data and theoretical reference for the development of TCM hospitals. Methods The Gini coefficient and Theil index were used to evaluate the development status and fairness of health resources in TCM hospitals in China. Results From 2009 to 2019,the allocation of health resources in TCM hospitals continued to increase. The health resources Gini coefficient of TCM hospitals based on population distribution was less than 0.3,with good fairness. But the health resources Gini coefficient of TCM hospitals based on geographic area was greater than 0.5,within the range of 0.5~0.7,which was far worse than that of population allocation. Conclusions The total amount of health resources in TCM hospitals has increased. The proportion of hospital staff tends to be reasonable. However, the fairness based on geographic area is far worse than that of population allocation. The fairness based on population allocation tends to be the best. There are great differences in resources allocation within the regions. Inter-regional human resource tends to be fair, but the equity of material resources allocation is slightly worse.
