外商直接投资对海洋经济的影响——基于海洋科技创新的视角

The impact of foreign direct investment on marine economy:based on the perspective of marine science and technology innovation

基于2006-2019年的面板数据,运用面板VAR模型实证分析外商直接投资与海洋经济的动态关系,并探究海洋科技创新在其中发挥的中介作用。研究结果表明:东部和南部海洋经济圈外商直接投资是海洋经济发展的格兰杰原因;短期内,外商直接投资对海洋经济增长有正向推动作用,长期来看,这种正向促进趋势有所衰减;方差分解结果表明外商直接投资对海洋经济影响的贡献率增速明显;北部海洋经济圈并未表现出两者存在动态关系。通过中介效应模型进一步探究二者的作用机制,结果发现:东部和南部海洋经济圈外商直接投资通过海洋科技创新显著地促进了海洋经济的发展。因此,未来要继续探索外商投资自由化、便利化的相关配套设施,降低外商直接投资的准入限制;建立激励机制,引导外商直接投资投向涉海企业,刺激涉海企业进行技术革新,推动海洋经济发展。

Based on the panel data from 2006 to 2019,this paper uses the Panel VAR Model to empirically analyze the dynamic relationship between foreign direct investment and marine economy,and considers the mediating role of marine science and technology innovation.The results show that foreign direct investment in the eastern and southern marine economic circle is the Granger cause of marine economic development;in the short term,foreign direct investment has a positive role in promoting marine economic growth,and in the long run,this positive promotion trend has declined;variance decomposition results show that the contribution rate of foreign direct investment to the marine economy increases significantly.The northern marine economic circle does not show a dynamic relationship between the two.By further exploring the mechanism of the two through the mediating effect model,it is found that foreign direct investment in the eastern and southern marine economic circle has significantly promoted the development of marine economy through marine science and technology innovation.Therefore,in the future,we should continue to explore the related facilities of foreign investment liberalization and facilitation,and reduce the access restrictions of foreign direct investment,guide FDI to sea-related enterprises,stimulate sea-related enterprises to carry out technological innovation and promote the development of marine economy.
