四螺旋视角下区域绿色技术创新效率提升路径——基于中国30个省份的模糊集定性比较分析 被引量:14

摘要 通过超效率EBM模型,利用2019年省际截面数据,测算了我国30个省(区、市)的绿色技术创新效率,并基于四螺旋模型,探究政府、产业、高校、社会公众协同绿色技术创新机制,选取政府支持、环境规制、产业结构优化度、高校技术转移、公众参与度五个前因条件,运用模糊集定性比较分析方法探究多主体协同联动产生区域高绿色技术创新效率的路径。研究发现,单个条件对绿色技术创新效率的解释力度不强,但相较于其他条件,政府支持与公众参与在促进区域绿色技术创新效率提升方面发挥重要作用;存在3条提升区域绿色技术创新效率的关键路径,包括政产学协同型、政府助力下的产业推动型、政府主导逻辑下的公众参与型;两条导致非高绿色技术创新效率的路径,均呈现政府支持乏力与公众参与缺失的特点。 Based on the super-efficiency EBM model, this paper calculates the green technology innovation efficiency of 30 provinces in China, explores the collaborative green technology innovation mechanism of government, industry,universities, and the public based on the Quadruple helix model, and selects five variables: government support,environmental regulation, industrial structure optimization, technology transfer in universities and public participation.Using the qualitative comparative analysis method of fuzzy set, this paper explores the path of multi-agent collaborative linkage to produce regional high green technology innovation efficiency. It is found that: there is no necessary condition for high green technological innovation efficiency, but compared with other conditions, government support and public participation play an important role in promoting the efficiency of regional green technology innovation;There are three key paths to improve the efficiency of regional green technology innovation, including collaborative innovation of government, industry and university, industry-driven innovation with the help of the government and participatory innovation under the government leading. The two paths leading to the efficiency of non-high green technology innovation are characterized by weak government support and a lack of public participation.
