建设项目环评服务与排污许可管理研究

Study on Environmental Assessment Service and Management of Discharge Permit for Construction Projects

2021年3月起,《排污许可管理条例》正式施行,标志着排污许可制度从部门规章上升为行政法规,建设项目生态环境行政许可工作由“事前”延伸至“事中事后”,从而保证排污单位按证排污,管理部门依证执法,逐步形成以环评管准入、以排污许可管运行的建设项目全生命周期环境管理体系。因此探索了关于建设项目环评服务与排污许可管理相关政策的研究,以期推动环评与排污许可制度衔接,保证区域经济可持续发展。

Since March 2021,the“Regulations on the Administration of Pollution Discharge Permit”has been formally implemented,which marks that the pollution discharge permit system has been upgraded from departmental rules to administrative regulations,and the ecological environment administrative permit for construction projects has been extended from“before”to“during and after”,so as to ensure that the pollutant discharging units discharge pollutants according to the permit,the management departments enforce the law according to the permit,and gradually form an environmental assessment based access Full life cycle environmental management system of construction projects operated with discharge permit pipes.Therefore,this paper explores the research on the policies related to environmental assessment services and emission permit management of construction projects,in order to promote the connection between environmental assessment and emission permit system and ensure the sustainable development of regional economy.
