摘要
高校人才培养的中心地位、现代教学管理的复杂性、高质量发展的新使命、高等教育的普及化及推进教学治理体系和治理能力现代化都要求加强校级教学管理队伍建设。但地方高校校级教学管理队伍不同程度存在着未及时配齐配强、不稳定和流动难共存、职业生存状态不佳、身份吸引力不高等问题。应回归人才培养本位,加强校级教学管理队伍建设的长远规划;转变教学改革的激进取向,注重教学管理队伍建设和教育教学综合改革的相互协调;超越教学管理的绩效主义,发挥战略管理和价值管理的重要作用;确立教学管理专业地位,提升校级教学管理队伍的专业化水平。
The central position of talent training in universities, the complexity of modern teaching management, the new mission of high-quality development, the popularization of higher education and the modernization of the teaching governance system and governance capabilities all require the strengthening of the university-level teaching management team. However, local colleges and universities have problems such as lack of timely and strong university-level teaching management team, instability of personnel and difficulty of its mobility, poor of living conditions, and generally low job attractiveness. It should return to talent training oriented and strengthen the long-term plan for the construction of university-level teaching management team, change the radical orientation of teaching reform and strengthen the team building to promote the comprehensive reform of education and teaching. We should go beyond performance doctrine of teaching management and play the important role of strategic management and value management,establish professional status of teaching management and improve the professional level of university-level teaching management team.
