推进新时代中越全面战略合作伙伴关系探析

An Analysis of Promoting China-Vietnam Comprehensive Strategic Partnership in the New Era

中共二十大胜利召开后,中共中央总书记、国家主席习近平与来访的越共中央总书记阮富仲举行会谈,双方一致表示要推动新时代中越全面战略合作伙伴关系不断迈上新台阶。中越两国加强和深化全面战略合作伙伴关系具有“同志加兄弟”的历史基础和同为坚持共产党领导、坚持走符合本国国情特点的社会主义道路的现实基础。文章针对双方推进全面战略合作伙伴存在的内部与外部制约性因素,对进一步加强和深化中越全面战略合作伙伴关系提出继续加强两国间的政治、经贸与人文领域的合作,并在国际多边场合达成共识;深刻认识中越合作始终具有必要性和天然优势,并共同解决存在的客观性问题;进一步加强和深化新时代中越全面战略合作伙伴关系,筑牢具有战略意义的中越命运共同体,确保两党两国关系行稳致远等对策建议。

Since the 20th National Congress of the Chinese Communist Party, the General Secretary of the CPC Central Committee and the Chinese President Xi Jinping held talks with the visiting General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong. Both sides agreed to push the comprehensive strategic and cooperative partnership between China and Vietnam to a new level in the new era. The strengthening and deepening of the China-Vietnam comprehensive strategic and cooperative partnership between the two countries have the historical basis of "camaraderie + brotherhood" and the practical basis of adhering to the leadership of the Communist Party and the socialist road in line with the characteristics of the country’s national conditions. In view of the internal and external restrictive factors in the promotion of the comprehensive strategic partnership between the two countries, the article proposes to further strengthen and deepen the China-Vietnam comprehensive strategic and cooperative partnership in the political, economic and cultural fields between the two countries, and reach consensus on international and multilateral occasions;deeply understand the necessity and natural advantages of ChinaVietnam cooperation, and jointly solve the existing objective problems;further strengthen and deepen the comprehensive strategic and cooperative partnership between China and Vietnam in the new era, build a strategic community with shared future for China and Vietnam,and ensure the stability of the relations between the two parties and the two countries.
