摘要
2017-2022年,美国背离盟友的现象时常发生。本文发现,在美国实力相对下降的大背景下,美国会根据盟友对自己的重要程度和远近亲疏来处理同盟关系。在中美竞争加剧的背景下,美国倾向于抛弃那些对制衡中国意义不大的盟友,而对待有利于制衡中国的盟友,则不惜加大投入巩固同盟。本文选取美国与北约的关系、伊核协议问题,以及撤军阿富汗等三个案例,证明了美国背离盟友的行为规律。
From 2017 to 2022, the United States often betrayed its allies. This paper finds that in the context of the relative decline of the United States ’ strength, the United States will choose to deal with the alliance based on the importance of its allies, proximity and domestic interests. Against the background of intensified competition between China and the United States, the United States tends to abandon those allies that have little significance in constraining China, while increasing its investment in strengthening the relationship with those allies which can help containing China. This paper selects three case studies, including the relationship between the United States and NATO, the withdrawal of the United States from the Iran nuclear agreement, and the withdrawal of its troops from Afghanistan, to prove the law of the United States’ behavior in betraying its allies.
