On Smart Investigation

智慧侦查是指以大数据为基础,以数据技术为支撑,以数据智能应用为基本方式,主动识别犯罪风险和积极打击、防控犯罪,强化社会安全治理法治化的侦查形态。智慧侦查的内涵是:识别和控制社会风险的主动性、融入社会公共安全体系的犯罪治理性、推进立法完善和司法现代化建设的法治性。智慧侦查以数据思维和证据思维为引领,依托业务构架、数据构架和应用构架,以人工智能与人脑智慧相结合的方式实现智能挖掘线索和识别风险、精准落地查证和防控犯罪。

Smart investigation refers to the investigation form based on big data, supported by data technology,and based on the intelligent application of data, automatically identifying, combating, and preventing crimes, as well as strengthening the rule of law in social security governance. The connotation of smart investigation is the initiative to identify and control social risks, the crime governance that integrates into the social public security system, and the rule of law that promotes the improvement of legislation and judicial modernization. Guided by the thoughts of data and evidence, and relying on the architecture of profession, data and application, smart investigation combines artificial intelligence with human brain to realize intelligent mining of clues, identification of risks, accurate investigation and crime prevention and control.
